Well you've confused me. So do you still have the default networks on the system vlan 1 (data) 192.168.10.x and vlan 100 (voice) 10.1.1.1? if so, how do you have this 139.x.x.x network connected to the system? Or did you change the deafult data vlan 1 from 192.168.10.x to 139.x.x.x?
For starters, 139.x.x.x should not be being used as a private LAN subnet. 139.x.x.x is a public ip address range, and you will run into issues with that anyway. Unless, you are working with the US Army, who owns the 139.139.0.0/16 ip address space.

there are 8 ports on the uc520. so 8 pc's are on the vlan .one data drop at each desktop location. there are other pc's, printers, and other devices. so I guess you can say there are two networks on one lan. We can print to 139.x.x.x. printers. We can access files on the 139.x.x.x. server. I was told by Cisco TAC that it should work . And it does work for a while then all of the sudden the network drives mapped to the sever disconnect and the customer loses their data base. If the Uc520 had more ports I would have all devices on the vlan. I was thinking that the expansion port could be used for that issue but I'm still new to this product. Also I didn't know that 139.139.1.xxx was a public Ip . I did not set up the ISP router but that is someting I should look over.

So here is what I think you should do. Stop using the 192.x.x.x network that comes bottled with the router.
Shutdown interface VLAN 1. This is just a layer 3 interface, won't affect Layer 2 switching for VLAN 1.
Connect your Fios modem to one of the UC520 switch ports.
This should extend the 139 network to the PC's that are connected to the UC520 switch ports. It will make it one nice happy flat network with regards to data.

I never use vlan1 for traffic
VLAN one is typically the native Vlan. The native Vlan in 802.1q trunking is Untagged meaning that you cannot apply QOS at layer2 using Class of Service to this Vlan.
