I've a New UC520 Configuration with 10 Line ISDN PRI NET5 (10 Time Slots) in Australia

we can call Local Number (8 Digits) eg 3999 5000

but when we call Interstate calls (10 Digits) eg 02 9854 5000 we get an error (Please Check Number and dial again)
also same with Mobiles (10 Digits) eg 0410 333 555
but we can call Free Call Numbers (10 Digits) 1800 333 555

we have been using The CCA GUI to Configure the UC520
if i Change the Local Calls from 8 to 10 Numbers we can dial those but we have to dial our 07 Area code for local calls

I've set the Access Code to 0 so we dial
039995000 for local
00298545000 for Interstate
also have Changed to Access Code to 9 and does the Same thing

any help would be greatly appreciated
