Sometimes, you might have a problem connecting from certain address because someone could using the same address on the LAN. try all possible addresses otherwise post your configs we check where the problem might be

Can you post your config so we can get a better look at what's going on? Otherwise if your Telnet session is timing out at random times then you could have a routing issue. Do you have SSH configured, and if so can you SSH to the CLI without issue? Can you log in to the GUI without issue? Have you tried to Telnet to a different IP address, say in the Voice VLAN?
Iv'e seen wierd things like that happen when there is a duplicate IP address somewhere in the system.
