Telnet issue solved
It was not pretty and I got tired of wasting time, so the quiclest resolution was to backup my configs and perfrom a factory reset. DONE!
Did you try to configure SSH?
Did you try to configure SSH? Becuase this disables telnet.
Telnet issues
No don't recall doing that. BTW do you happen to know where I can get my hands on a site to site VPN config for UC500's.

That's weird, but I can't say that i've ever tried to telnet from the UC520 console. So I'm not sure if it's just you or not.
However, to access CUE, try this command:
UC520#service-module integrated0/0 session
then hit return a couple times.
that should telnet you into CUE.
Still cant telnet or session into CUE

Service Module is Cisco Integrated-Service-Engine0/0
Service Module supports session via TTY line 2
Service Module is in Steady state

Any ideas????
Check your VTY config
Make sure you don't have something like "transport output none" under your line vty config.
