This is actually happening on a 2811 running CME, but as I have so far been unable to get any useful help from any Cisco source, I hoped someone in this forum might have a suggestion on what to try.
The symptoms: 5) 7960s (# of phones not relevant) in a lab environment connected to one switch/router/CME. Lab has been working correctly for about a week. Now, if I use one phone to call all the others, a random number of phones will give give a busy signal instead of ringing. As I make additional rounds of calls, the number of phones that give busy signals will change as well as which phones give the busy signals. A phone may be busy for several rounds of calling, and then ring on the next call placed to it and vice versa. I've tried different numbers of phones and used Known Good phones, but received the same effect. I've also changed the IOS/CME software from 12.4.3g to 12.4.9.T with no change in symptoms. (Yes, changed CME from 3.0.3.3 (I think), to 4.0.0.0.
A second problem that I don't THINK is related to the first is that MOST of the 7960s are not upgrading their phone loads from P00308000500 to P0030702T023. A factory reset does not work. They still register, and function (the current busy signal mystery not withstanding).

The only suggestion I have received so far via Cisco TechNet is to change the phone load files from original P00308000500 to P0030702T023 (but not IOS or CME). Execution of said suggestion did not affect the symptoms.
I've sent in a TAC request 3 days ago with no reply so far. HELP!
