So to lower the volume is it?
Do you increase or decrease the negative number to increase volume?
That is, would -20 be more or less volume?

Adjust the gain
You have to use an audio editing tool to adjust the gain. I prefer Audacity, which is free. Then you have to convert the audio file to the proper format (8KHz 8bit Mono, aka CCITT u-law) which I use Windows Sound Recorder.

under the voice-port 0/4/0 interface i notice the "input gain auot-control -15" line, could i modify (-15)? would that lower my MoH volume?

For a MOH file recorded at different levels, you could refer to the following link.

Look for MOH.zip file, which has the same MOH file recorded at different volumes.
