limit on the number of speed dial buttons?

I have a user with a 7962 and 2 7915-24 sidecars, the user wants the normal monitor/watch dn's on the first 25 buttons then wants her speed dials to populate out there as well.... No problem right? well the first 11 populate as they should starting at the first unconfigured button on the 1st page of the 2nd side car but then once you flip to the second page, no speed dials are populated except button 54 which ironicly is the next configured speed dial in the list after they end on the first page. its as If button 54 is being seen as the very next button on the sidecar.....Im not sure what to do with it at this point. has anyone seen this happen with this phone type. the UC is running 7.0.3 phone load SCCP42.8-4-2S
