configuring rollover with 4 port FXO

I am trying to configure a 2811 with a 4port FXO card in a fashion that imitates an old style key system. My goal is to have our 3 telco analog trunks setup as buttons on all Cisco phones. In this setup all users will see all the trunks and can see which are ringing, which are in use and which are on hold. In order to dial out users select a trunk and dial the number without having to dial "9" or any other number. Currently all the above is working as planned. However, incoming calls are not rolling over to free ports. The telco insists that their rollover is fine. What we see is that when an outside user calls our main phone line the Line1 button on all phones rings and can be picked up. While this line is in use if we get a second call the second caller only hears ringing and none of the phones show the incoming call. Interestingly, if Line1 is hung up while the second incoming call is ringing then the second call will show on Line1. I still cannot tell if the telco is rolling over correctly or maybe my config is too blame. I have included the relavent parts for advice on how to fix this.

By the way does any one know what the difference between
connection plar
and
connection plar opx is?

try this

under each ephone-dn, change the trunk line to:

trunk A0 monitor-port 0/0/0
trunk A1 monitor-port 0/0/1
trunk A2 monitor-port 0/0/2
