I actually try to configure a cisco IP Phone 7965 in French.
I download the firmware cmterm-7945_7965-sccp.8-3-2. I put the files in the flash and i complete the isr2811 configuration :

But the IP Phone is still in english and i can't change it language in French.

The required language files
The required language files for 7965 are available now on CCO. Ironically, the older files worked fine for the 7975, but not 7965/7945.
solution
I have problems to change the language, but finaly i can change:
you can download the new locale archive of cisco, version 4.1.0.2 in your language
here there are an archive:
be-sccp.jar
copy to flash and:
tftp-server flash:be-sccp.jar alias Spanish_Spain/be-ssp.jar
in spanish, alias Language_Country
create cnf-files
and reset the phones.

As mentioned above, you need to access CCO, download software -> voice software -> CCME -> Localization files.
The languages archive is a TAR file that you can extract directly in the router flash.
Note you need to have customer level access (requires a paid support contract) to download that.
You will see what are the "mk" files and understand what I mean.

i think there is no language
i think there is no language pack for the 7965 at the moment. i'm also waiting for the german language pack for the 7945 and 7965.

On CCO, voice, CME area there are the "local files". Download the one for your language. Check with "debug tftp event" what is the file the 79x5 phone is using (I can't remember now).
Configure tftp-server with an alias to this file, using the 79x1 files from the archive mentioned before.
